City police issues traffic advisory

ITANAGAR, Nov 18: In view of the visit of President of India traffic advisory has been issued by Capital Police.

Traffic on NH-52 will be regulated between Papu Nallah to Kankar Nallah on 19.11.14 and 21.11.14. The road will be closed for vehicular movement between 1 to 1:45pm and from 2:45 to 3:30pm.

The traffic will also be regulated at Yupia Road between Yupia Trijunction (Near NIBA Hospital) to Kula Camp from 1 pm to 3:30 pm on 19.11.14 and 21.11.14.

The Capital Police Chief Seju P Kuruvilla has requested denizens to plan their travel keeping in mind the circulated traffic restrictions to avoid any inconvenience.

 

Water supply to be disrupted

ITANAGAR, Nov 18: The relocation of water pipe lines is going on war footing from Chimpu to Gohpur area. Informing this Executive Engineer, PHE & WS Department, Itanagar Division stated that water supply will be disrupted for some time till the highway work completes.

The areas to be affected include Economics and Statistics Colony, Gohpur Tinali, Bn colony and KV 2 staff quarter.    

 

Swachch Bharat Abhiyan at Jairampur

JAIRAMPUR, Nov 18: In order to take forward the grand vision - Swachch Bharat Abhiyan of Prime Minister Narendra Modi, BJP Mandal Mahila Morcha (MMM) of 51st Nampong Constituency led by its newly elected president Lily Simai carried out a massive cleanliness drive in and around Jairampur town.

Responding to the MMM’s clarion call, more than 300 people including males flocked the designated start point with ‘Swachch Bharat Abhiyan’ t-shirts and bamboo brooms distributed by DUDA Deputy Director George Joseph. It commenced from Assam Rifles check post and culminated at APP check post, covering nearly 2 Km.

Besides lauding the MMM diligence, in a telephonic conversation MLA Laisam Simai said, “The endeavour might not be the ‘first’ but it certainly is praiseworthy and the women group genuinely deserve the adulation for pioneering the process.”  

Earlier, MMM president Lily Simai extended her heartfelt gratitude to every one for coming out in such huge numbers to support the cause. She appealed everyone to extend their support by cleaning their surroundings on weekly basis.

Former minister Komoli Mossang who was the guiding force behind the project suggested the reinventing of work culture and weekly cleaning of their campuses by departmental personals and residential area by women group. She also said that illness can be prevented by keeping the settlement area clean.  

 

Socio-Academic Counseling for Mahabodhi Lord Buddha College

NAMSAI, Nov 18: Socio–Economic Welfare Society (SEWA), a registered NGO based in Namsai organized socio-academic counseling for the students of Mahabodhi Lord Buddha College at Namsai on November 15 last.

Secretary General of SEWA Chau Tey Manlong delivering his keynote address to the gathering of students and faculty and other members of College, expressed his serious concern over the present quality of education, stating that the fading education of excellence and low quality of education at the grass root has led to outcome of bad results in colleges. He also said that low socio-economic status together with spreading of drugs in the district particularly among local people has largely hindered true growth and foundation of younger generations.

While pleading with the students, Dr C M Thamoung President SEWA outlined the importance and needs of Socio-Academic Counseling for the present Youth particularly in the district due to get rid of those dreaded substances/drugs which adversely affects the smooth development of human resources.  

Other resource person who spoke on the occasion were Principal of MLBC Arun Baruah, Assistant Professor N. Mangalma, Secretary Piyong circle Nang Supenti Khen Chaulu and Senior Teacher of Govt Hr Sec School Namsai Sassi K. Nair.

 

Jairampur VKV winner of district level children’s science exhibition

Changlang, Nov 18: VKV Jairampur stood first, while Govt Hr Sec School, Jairampur bagged the second position in the district level Children’s Science exhibition 2014 which was organized by the department of education at Miao on Nov 15.

While inaugurating the programme, ZPM Kharsang Jowkhong Singpho appreciated the department for organising the event at Miao enabling the children of Miao and Kharsang to avail the opportunity of scientific spirit.

Participants from 20 schools of the district demonstrated their models in the event with full scientific tempo. The winners were awarded with cash prizes and certificate by the DDSE, Changlang.

 

MLA visits remote Parsi-Parlo and Sarli

Koloriang, Nov 18: With an agenda to review the implementation of ongoing developmental projects in the areas, MLA Koloriang Pani Taram visited the remote Circles of Parsi – Parlo and Sarli to wind up his weeklong tour of the constituency. The areas are plagued with problems of bad connectivity, improper education and health facilities and above all no electricity in most villages. Several projects under these sectors have been sanctioned for uplifting these areas, however, on his visit the MLA was disappointed to find a bad state of affairs in implementing these projects. He was especially concerned over the bad state of the schools wherein the school buildings were found in dilapidated conditions. Health sector was no good either.

The Health Centre to be constructed under NRHM at Parsi – Parlo was nowhere to be seen though almost 20 percent of the total project cost has already been released by NRHM. The issue was also raised by him during the last Assembly session and had demanded for an enquiry to be carried out. However, since no action has been taken till date, he has directed the Deputy Commissioner, Kurung Kumey to probe into the matter at the earliest. He also directed the Heads of Departments who accompanied him on his visit to monitor the ongoing projects regularly and not to indulge in any misappropriation of funds.

The MLA held an awareness camp regarding protection of wildlife and also took part in the “Swachh Bharat Abhiyan” at Sarli. Passing on the message of a Green and Clean Koloriang constituency, he called upon the Gaon Burahs and Panchayat leaders to play a key role in instigating the value of wildlife and its conservation amongst the common mass. While visiting the schools at Sarli and Parsi – Parlo Circle, he urged the teachers to carry out their duties towards the students and the society diligently.

 

LAOC in favour of land acquisition for ITBP firing range

KIMIN, Nov 18: The Land Affected Owners Committee (LAOC) has termed the protest rally reportedly carried out at Kimin yesterday against allotment of land to ITBP for firing range as politically motivated and undemocratic.

Reversing the demand of the Durpa – I Village Welfare Committee that firing range area must be shifted to some other place, the LAOC claimed that few vested interest people in the garb of DVWC are misleading the innocent women and children and using them as weapons for their selfish political interest.

Stating that land owners are ready to extend fullest co-operation to authority, it appealed to District Administration to speed up the land acquisition process for the firing range.

“The present Firing Range was initially established in 1966, 4 Km away from Kimin town and there was no human habitation near the Firing range at that time. But in recent times, people from different places with evil designs have started to settle down near the firing range due to population explosion,” the LOAC said.

 

HGB expires

ITANAGAR, Nov 18: The HGB of Kusuk village, Kholie Lingto has expired on November 8 last at his village, according to information received from All Mengio Students’ Union (AMSU).

Late Lingto, born in 1940, he left behind his wife, eight sons, two daughters and more than 20 grandchildren.

He was appointed HGB by the DC of the then undivided Subansiri district during Union Territory days in 1970.

 

AP team to participate in National Carrom Championship

ITANAGAR, Nov 18: A 12 member team from Arunachal Pradesh Carrom Association accompanied by two officials have left for Uttar Pradesh to participate in the 44th Senior National & Inter-State Carrom Championship 2014-15 being organized by All India Carrom Federation from November 24 to 29 next at Teerthankar Mahadev University, Moradabad.

 

Rose Panchayat bans fishing & hunting

ITANAGAR, Nov 18: The 14th Rose Panchayat has banned fishing, hunting and felling of trees within its jurisdiction.

This was decided in a meeting held on November 15 held with Doimukh Forest Range Officer Chukhu Tanya and Wildlife Range Forest officer, Poma Division RK Koba.

The Panchayat has further warned of imposing penalty of Rs 50000 against violators and booking them under Forest Act 1927 and Wild Life Protection Act 1972.

 

APCYGTSU demands shifting of forest sub-division headquarter

ITANAGAR, Nov 18: The All Palin Chambang Yangte Gangte & Tarak Langdi Students’ Union (APCYGTSU) has demanded immediate shifting of the headquarter of forest sub-division of Gangte Circle from Gai-III to Gangte town.

In its letter submitted to the Parliamentary Secretary, Environment and Forest, it claimed that Gai-III is not appropriate for the headquarter of a forest sub-division as it is far away from the Circle headquarter of the Gangte circle and has no link road.

 

Locals of Bana seek SBI sub-division at Yangsey

ITANAGAR, Nov 18: The locals of Bana area under East Kameng district has sought setting up of a SBI sub-branch office at Yangsey village.

In its representative submitted to the Regional Officer (SBI), advocating for Yangsey village as the suitable location for setting up of a Sub-Branch office as it is headquarter of EAC Bana with all the allied offices.

The proposed site has water, road and electricity connectivity, it reasoned.

 

Officer takes stock of school scenario

AALO, Nov 18: West Siang DDSE T Doke conducted series of inspections and meetings with teachers recently. In many schools excess numbers of teachers against limited students have been identified which go against rationalization of Pupil-Teacher Ratio. There are some teachers with MA, B. Ed degree but working in Upper Primary Schools as SSA teachers. The qualified teachers with MA, B. Ed will be engaged at Govt. Hr. secondary School Tirbin and other Higher Secondary Schools where there is shortage of subject teachers to utilize their services. The problem of encroachments of school land by private individuals, requirement of additional class room, boundary wall and maintenance of existing school building have been found common in many schools and taken up with the Govt.  

 

Career counseling prog

ITANAGAR, Nov 18: Campus India Educational Consultancy, Arunachal Pradesh organised an Educational Seminar cum Career counseling programme at Govt Hr. Sec. School, Ziro on Nov 17.

The main motto of the programme was to provide proper guidance to the students of Class IX- Class XII so that they are able to choose the colleges which have all the requisite affiliations as well as select stream of their choices.  

Near about 250 students from various schools of Ziro participated in the event.

 

Revenue drive conducted

CHANGLANG, Nov 18: Under the initiative of Deputy Commissioner Chanchal Yadav, the Changlang District Transport Officer recently conducted a two days surprise checking cum revenue drive at Jairampur and Kharsang. During the announced revenue drive, the motor vehicles were checked besides spot registration and spot payments of road tax were made with issuing of road permit.

The department also conducted similar one day’s revenue drive at Miao sub-division. During the drive lots of vehicles were found violating MV Act which were penalized and regularized. The department collected total revenue of Rs. 3, 70, 954 during the drive.

 

ANSU remembers Tallang and Hira

ITANAGAR, Nov 18: The All Nyishi Students’ Union (ANSU) has observed the 23rd death anniversary of late Biki Tallang and late Kabak Hira at its office here today.

The ANSU executive members led by its president and secretary along with Biki Pakh, mother of late Tallang and younger sisters and Kabak Dokum and Kabak Byak, parents of late Hira paid floral tributes and offered prayers at the memorials of both Tallang and Hira at ANSU office complex.

Biki Tallang, a former ANSU vice president and Kabak Hira died in a road accident in 1991.  

Tallang was a very sincere, dedicated and energetic student leader.

The ANSU executive members and parents of Tallang and Hira also discussed on construction of memorials/statues in their remembrance.

 

National Sanitation Campaign

ITANAGAR, Nov 18: A rally on “National Sanitation Campaign under Swachh Bharat Mission” was carried out by PHE & WS Sangram Division at Koloriang, Sarli, Nyapin, Sangram, Yangte and Palin recently.

The teachers, students, PRI members, GB’s, Officials of PHED and public participated in the rally.

While flagging off the programme at the Sangram block, Assistant Engineer PHED of Sangram Division, Nabam Chada appealed the public and students to construct toilet to reduce open defecation and proper disposable of kitchen waste and surroundings. He also appealed to the participating students to spread the message of sanitation to their parents living at rural areas and also asked them to keep their school toilets and hostel compounds clean. He further urged them to take up the practice of hand wash using soap at each step.

 

All religion conference held in East Kameng

Seppa, Nov 18: A one-day conference for the religious leaders of all the religions of East Kameng District was held at GHSS, Auditorium, Seppa yesterday. It aimed at the ‘need to exchange good thoughts and services among the religious leaders for better East Kameng’.

DC Sandeep Kr. Singh while attending the inaugural session explained how administration and religion go hand in hand in solving social issues and challenges. He was optimistic to see that the main problems and issues of the society were discussed during the conference.

Parliamentary Secretary, Tax & Excise, Tapuk Taku landed the efforts of the EKSWCO for organizing the conference and termed it as a historic day enabling all the religious leaders to assemble in a single platform. He discouraged the differences amongst the people in the name of religion and urged them to stand united for the betterment of the society. He appealed the people irrespective of religion to participate in one’s own festival like Nyokum for preservation of tradition and culture.

Convener EKSWCO, Robin Hissang, the resource person of the technical session said that the objective of the conference was to seek support and co-ordination of all religious organization in the process of making better East Kameng, preservation of culture and social activities with necessary reforms as required and to take a stand between culture and religion.

It was resolved that all the followers of every religion shall participate during Nyokum Festival, observe secular ethos, preserve rich cultural heritage of all the five tribes of the district. DIPRO

Six teachers terminated for dereliction of duty

SEPPA, Nov 18: In what could be termed as the boldest decision ever taken by the district administration against absentee teachers, East Kameng district Deputy Commissioner Sandeep Kumar Singh today issued termination letters to six SSA teachers for alleged irregularity in discharging their duties. They were found absent for the last couple of months from their respective posting places. Among the terminated teachers, two are Assistant Teachers and four Junior Teachers.  

Speaking to the Arunachal Times over the telephone this evening, DC Sandeep Kumar said those termination letters were issued to the teachers for long period of absence from their respective posting places. “Repeated show cause notices were issued to those teachers but they failed to respond” DC added.  

The DC further stated that his decision is a perfect lesson to those irregular teachers who draw salary without discharging duty.

Responding to a query regarding possible backlash from SSA Teachers Association, Kumar said, “There is no question of backlash or reaction from the Association. They should appreciate the move”.

The termination letters to non-performing teachers especially Junior Teachers is a major blow to the East Kameng district which has been facing shortage of teachers over the years. At the same it has left the SSA teachers red-faced and is also sending shockwaves across the teaching fraternity.

Deputy Director of School Education (DDSE) Kata Rangmo termed the decision as an eye-opener to non-performing teachers.  

“Though it is unfortunate for the district, but it was right decision under SSA norms”, added Rangmo.

Welcoming the decision, East Kameng Social Welfare and Cultural Organization (EKSWCO) Chairman, Safar Pao termed the decision as the boldest step and welcomed the move to reform the education department in the district. EKSWCO Chairman appreciated both DC and DDSE for the courageous decision and assured full support in restoring the dignity of education in East Kameng. EKSWCO had also resolved to check absentee teachers in its resolution during its conference at Pakke-Kessang recently.

Sources from the Education Department informed that the decision was taken by the district administration based on the report submitted by concerned BRCs and CRCs. Earlier the Education Department held up payment of at least 160 teachers, both regular and SSA as per the CCS and SSA norms on October 22. Govt announces PAP relaxations, new tourist circuit announced

ITANAGAR, NOV 18: The ministry of home affairs, government of India in a meeting held last month has taken some important decision in regards to relaxation of Protected Area Permit (PAP) norms for the foreign tourists visiting Arunachal.

Henceforth, power to issue PAP directly to the foreign tourists without sponsorship of registered tourist operator has been delegated to Deputy Resident Commissioners (DRC), Kolkata and Guwahati

Also Resident Commissioner (RC), New Delhi and DRC, Kolkata and Guwahati from now onwards will have the power to issue PAP to single foreign tourist to visit Tawang, Bomdila and Ziro.

Home Ministry has also approved creation of new Tourist Circuit Margherita-Jairampur-Nampong- Manmao-Pangsau Pass and extension of the existing Tourism Circuit Margerita-Miao-Namdapa-Vijoynagar.

The powers as vested to the Secretary (Tourism) and RC New Delhi respectively will continue to be exercised by them. The ministry expressed hope that with delegation of powers to DRC, Kolkata and Guwahati and permitting single tourist to visit above mentioned three popular destinations, will give big boost to tourism sector in Arunachal Pradesh.

The Arunachal Pradesh Tour Operator Association (APTOA) President John Panye has welcomed the important decisions taken for the betterment of tourism industry in the state.

 

 

A festival, some adventure and much else besides!

After two days of back breaking journey including an overnight stop at a bustling Aalo town, yours truly armed with sleeping bag, jackets and warmers finally made it to Mechukha, a stunning valley, for adventure@Mechukha, an adventure sports festival recently.

For an aerophobic individual it was an ill advised move but the sheer beauty of the land compensated for it as I watched the parasail majestically descending over the serene Yargepchu River from one of the many hilltops around Mechukha, before making a smooth landing at the festival ground. The two hours trek to the top for 20 minutes of flight, coupled with Rs 3500 per trip was not a deterrent for adventure seekers as they made a beeline for that particular event. Namaste India, a tour and travel company that specialises in adventure sports, came self sponsored from Delhi. They read about the event last year in a leading travel magazine and decided to take part in the event. They came, conquered and left truly mesmerised, ready for the next year’s event. Trap shooting was another favourite with the locals and visitors alike. So was the archery event, facilitated by the Sangey Laden Sport Academy.

Power propelled gliders, rappelling and rafting were other popular events. Perhaps one of the most popular was trout fishing, though not an official event.   

Mechukha is so beautiful that it is difficult to find the right words to describe its imposing beauty. Though the distance would make most people think twice, but one will not regret as the beautiful valley, with many hue of colours of nature makes one feel truly blessed. Many lodges and home stays have come up too since the last few years, encouraged by the growing tourism potential of the area. The distance could be minimised too if the state owned chopper service links with the town on a regular basis.

 Culture, music and food were in abundance. The only hiccup was the super abundance of the VIPs who almost overshadowed the event with their ‘movement’. If one wants any event to be successful, especially an adventure event, that too in a remote area, it is perhaps not the best of ideas to let the VIP movement interfere with the timing of the events. The VIP gallery was some distance away from the main stage so the common people were spared the pain of being careful every time they moved an inch as they enjoyed cultural events in the evening.

While we sat around the fire at the lodge on the eve of the festival, the caretaker was almost apologetic that the snow had delayed its arrival. It should be here any moment, he said. Almost prophetic, the next morning, yours truly woke up to the glistening snow peaked mountains that almost touched the soul. What also lingered on the soul were many questions about how tourism, if not handled delicately and with vision, might take Arunachal the way of Goa where local cultures and mores are pushed to the peripheries. What the state needs is not just more tourists, but an equal strength of sensitivities to responsible tourism, and even responsible tourism promotion. The snow will stand sentinel witness to whatever happens, one supposes.

For the present moment, one is just too swept away in awe and excitement.

PS: while on the way back, we stopped at a waterfall just after Tato. As we posed for pictures and sipped tea, I asked the Army jawan the name of the fall. Pehle Birsa Munda naam tha yeh Fall ka. Par ab change kar diye! The unit manning the area now is 16 Bihar Regiment!

As we drove further, the driver rather had a very ambitious agenda for the next year. If the roads are going to be this bad, it makes sense for the govt to introduce modes of water transport, he shared.  To start with, rafting back to Itanagar from Mechukha surely seemed like a better option- geographical accuracy be damned! 

 

 

Police officer suspended for molesting schoolgirl

ROING, Nov 18: A minor was allegedly molested by a police officer here in the main town early yesterday.

The culprit has been arrested and put under suspension.  He has been booked under Section 12 of Protection of Children from Sexual Offences (POCSO) Act 2012 and also under section 354A of the Indian Penal Code.

Reportedly, the minor girl who is a student of tenth standard was on her way to her tuition classes when a Police Officer of Roing PS lured her into his quarters in the pretext of asking help for operating his new mobile phone.

As per reports, the victim who has to pass by the officer’s quarter on the way to her tuition classes didn't doubt his intentions, given his age and profession, as she obliged to the request of help. Once inside, the SI started molesting the minor who escaped after pushing him away.

Later, at around 10:30 am the incident was reported by the victim to All Idu Mishmi Student Union(AIMSU) President Lokha Elapra, who along with his team lodged an FIR against the culprit at the Roing PS.

The general secretary Enjalu Menda Women's Empowerment Forum (EMWEF) Rakhi Linggi stated that such grievous crimes should not be forgiven, no matter who commits it.

"If the case was to be handled according to the local law, the culprit would have been subjected to harsh punishment", Linggi said.

The AIMSU and the EMWEF praised the courageous act of the 15 year old girl. Such cases, usually go unreported because of fear and shame from the society.

 

 

ANSU questions police/govt inaction

PWD office burning case

ITANAGAR, Nov 18: The All Nyishi Students’ Union (ANSU) has raised serious question mark over how state government, in particularly police department, have failed to make any headway in the 2011, Superintending Engineer (Coord), PWD office burning case.

In a press release, ANSU President Byabang Joram demanded state government to reveal the details of the case and urged state government not to eye wash the public.

“The office building of SE (Coordination), PWD, Mowb 2, was burnt to ashes in November 4, 2011, by some miscreants where all the important files, documents and other properties of the office were destroyed in fire. This incident was a big slap on the state government but the matter is still unsolved which reflect the weakness and failure of state government’s machineries,” ANSU stated in the release.  

 “It is an utter surprise that till date no arrest has been made by police department in relation to this incident. We also want to know whether investigation was done properly and if yes, then where are those culprits who had set fire to the public properties (SE office PWD, Mowb 2). Why no arrest has been made so far in this connection?” the students asked. ANSU also questioned the home department, why the Capital police are failing to arrest those culprits who were involved in the incident.

Union strongly demanded state government to reveal the realities or facts or whatever the evidences gathered by police department during the investigation. People of Arunachal have got every right to know about it, the Union said.  ANSU further warned that if government of Arunachal Pradesh fails to reveal any kind of facts before public, they will find out alternatives ways and means to meet their demand.

 

 

Yazali ready for Panyor River festival

ITANAGAR, Nov 18: The organizers are giving the final touches to the Panyor River festival which will start on 21st of this month at Yazali. For the smooth movement of tourist and visitors from all parts of the nation and especially from Capital Complex, the organizing committee led by Yazali ZPM Taba Techi is carrying minor repairing work of Potin-Yazali road. The pot holes have been filled up so that the tourist enjoys bump free ride while coming to the festival site.

Meanwhile at the festival site, preparations are almost complete and locals are waiting to give warm welcome to the visitors.

 

 

Regional Diagnostic Centre at Ruksin remains a distant dream

RUKSIN, Nov 18: Proving the saga on installation of a Regional Diagnostic Centre (RDC) at Ruksin Community Health Centre (CHC) a farce and distant dream for the people of Ruksin in East Siang district, the medical officers finally ruled out possibility of making the Centre functional in the hospital.

Pouring cold water on long-cherished dream of the local people, the much-hyped RDC which was sanctioned in 2006, is yet to be installed in Ruksin CHC, the only running First Referral Unit (FRU) in the state.

The district health department officials had announced early functioning of the diagnostic unit in November 2011. It pointed out towards shortage of suitable compartment in Ruksin hospital as problem for installation of the modern health care equipments including Computerized Tomography (CT) scanning, X-ray and Ultra- Sonography (USG) and Endoscopy machines. Subsequently, the authority restructured the hospital compartments making it compatible to set the machines as per experts’ suggestion.

Now inordinate delay in installation of machineries for making the RDC functional has become a cause of concern and the people are repeatedly urging the authority to start it. On the other hand, the health department officials of the district informed that some of the diagnostic machineries were defunct as they remained unused for long days. It is said that the engineers, who were supposed to install the RDC machineries are engaged somewhere else and has caused delay in installation.

Meanwhile, the mechanics of ‘Erbs Engineering Co Ltd’, the supplying agency of RDC machines, stepped in Ruksin CHC in the name of repairing and setting of the machines and charged an amount of Rs 11.54 lacs from the department. But, the machines like CT scan, USG and endoscopy are lying defunct in the CHC till date, occupying three large rooms.

Sources informed that former District Medical Officer (DMO), Dr T Bagra during September last year had moved the higher authorities of the health department for successful installation of the RDC machines, but all his efforts remained fruitless.

The RDC, which is expected to bring much respite to poor and rural people, is now going to be a farce at last.

The medical officers of the district have sought disposal of RDC unit from the hospital considering that it would not be possible to function amidst the faults.

The CHC set up in 2003, is the only government hospital and First Referral Unit (FRU) in the area, which caters to the needs of about 8000 people covering West Pasighat area.

 

 

Poi Pee Mau Tai to commence from November 22

NAMSAI, Nov 18: The Tai community is all set for the 2109 Poi Pee Mau Tai that will be held at Nalung village of Namsai district on November 22. The three day grand celebration of 2109 Poi Pee Mau Tai – the New Year festival of Tai Khampti and other Tai communities is held to conserve the Tai traditional ceremony and celebrate the long, diverse and rich culture.

The idea to celebrate the festival in Arunachal Pradesh was conceived by the Tai Khampti Development Society (TKDS) and first took place in 2008 in Namsai in accordance with the ancient Tai Calendar. The noble initiative with the support of the community chiefs, elected leaders, elders and youth was aimed at reviving its age old culture, script, music, sports, dances,  folklore and way of life while keeping pace with the modern world.

The celebration at Nalung village is likely to be the biggest in the Namsai district as there will be participation from neighboring state of Assam and countries like Thailand, Myanmar.

The celebration is designed in such a way that it becomes a platform to develop and display the talents of the budding artists and writers of the society, besides exposing the tourism potentials of the area and generating employment avenues for the unemployed. The festival also inspires the youths to protect the identity and culture of the community.

Throughout the three days, there will be a range of cultural performances, including traditional Tai music performances, Tai classical and contemporary dances from various parts of Namsai district and popular dance drama of Tai Khampti called Pung.

The most successful blues band in India “Soulmate” from Shillong (Meghalaya), “Toxic Peace” one of the most skilled bands from Nagaland and “Minutes of Decay” a Delhi based all girl-band from Imphal (Manipur) and “DJ Acid” from Bangalore are slated to perform as well. In addition, there will be demonstrations of Tai martial arts including traditional sword fighting, traditional sports competition, elephant safari, traditional single log boat race. The famous Tai cuisine will be served in the various food stalls. The other added attractions of the event are fireworks display, poi pungfai (releasing of fire balloons), beauty pageants and ceremony of floating thousand candles over river Tieng.

Nalung, 3 kms away from Chongkham is a beautiful, serene and monastic village by the river banks of Tieng, a river with crystal clear water and thriving flora and fauna. The site is set amidst lush green forest and tea plantation which adds to its mesmerizing beauty that would give ample opportunities to the visitors for a perfect weekend getaway.

 

 

Work with missionary zeal for rapid development: Ering

PASIGHAT, Nov 18: East Arunachal MP Ninong Ering today called upon officers and leaders to work together with a missionary zeal to achieve rapid development in the district while implementing the centrally sponsored schemes and projects. He appealed them to put their best efforts to enhance living standards of rural people.

Chairing the 2nd quarter District Level Vigilance and Monitoring Committee (DLV&MC) meeting of DRDA at DC’s conference hall here, Ering took stock of all ongoing schemes and flagship programs being implemented so far and framed for future by various departments and agencies. He urged the MLAs, ZPC, PRIs to act as responsible leaders and to monitor quality of works being executed in their respective areas, right from initial stages to avoid future complicacies.

Giving a patient hearing to the complaint made by Nari-Koyu MLA Kento Rina and other committee members of supplying sub-standard CGI sheets under Indira Awas Yojana (IAY), the MP directed the concerned authority to ensure the quality of the materials before distributing it to the beneficiaries in future. Quality of expenditure ensures quality of work and it was the duty of the committee to monitor and ensure quality so that the people could benefit. They should make aware the PRIs about all the plans and programs of the government, Ering suggested the officers.

Extending financial assistance to the fire victims, MP Ering sanctioned ten lakhs as from MPLAD in addition to one lakh from his salary for quick rehabilitation and essential commodities to those who lost everything in the recent devastating fire accident at of Kerang village. He lauded PM Modi's Swachch Bharat Abhiyan. “It is a good move and Narendra Modi is taking forward Gandhiji's ideals and every citizen should participate in this movement to make the country clean. Solid and liquid waste management should be adopted. We should make it a habit that we will not throw garbage anywhere on the road”, Ering stated.

Earlier DC-cum-Member Secretary Nidhi Srivastava stressed on judicious utilization of funds and presentation of correct data and document that helps in fund management from Centre. She batted for meaningful and useful perspective plans stressing on coordination, devotion and strict adherence of govt. guidelines for brighter future of the district in particular. Implementing agencies should maintain and submit proper records timely to higher-ups for future prospects, said the DC in her address.

MLA Kento Rina stated that the committee members should not compromise with quality and quantity. MLA Kaling Moyong suggested the implementing agencies/BDOs to share plans and programmes of government and progress reports to the PRI leaders from time to time. ZPC Kaling Dai laid stress on decentralization on procurement conveyed his thanks to the DC Srivastava for inducting PRIs in monitoring committee to verify materials before distributing to the beneficiaries.

PD (DRDA) Manik Bui presented a detailed progress report and officers presented their reports individually through powerpoint presentation and supporting documents. Capacity building prog on commodity future trade conducted

ITANAGAR, Nov 18: A two-day Capacity Building Programme on Commodity Futures Trade/ Market for policy makers of the agriculture department of the state concluded today on a positive note.

The programme was organized by Arunachal Pradesh Agriculture Marketing Board (APAMB), Department of Agriculture, in collaboration with Forward Market Commission (FMC), Government of India, Mumbai and Multi commodity Exchange (MCX) Mumbai.  

Agriculture commissioner Hage Khoda, who presided over the programme, informed the resource persons about the prevailing condition and challenges of Commodity E-Trading in the state and asked the officials to take full advantage of such new concept based training programmes for the benefit of farming community of the state.

Anong Lego, Deputy Director Marketing gave a brief speech on the prevailing marketing scenario and role of APMCs in and role of Marketing Board of the state.

The programme coordinator Okit Palling, ADO, when asked about the feasibility of e-commerce trading for Agriculture commodities for Arunachal Pradesh, he informed that these days marketing of agriculture is flooded by middlemen therefore modalities of Commodity Futures Trading reduces the interference of middleman and gives the farmers assured prices of his commodities, especially of the cardamom farmers of the state trading on MCX futures will be very beneficial.

More of such training programmes are scheduled for all the stakeholders of Agriculture Marketing i.e. Marketing Officials, Bank officials and farmers in next week and in the month of February 2015.

Among others, Mudang Butang, Director Agriculture Marketing, A K Purkayastha, Advisor (agriculture), all senior officials of directorate of Agriculture and Districts Agriculture Officers (DAOs) of all districts of the state were present. The resource persons of the programme included Satyajit Chattopadhyay, Assistant Vice President, MCX and Debojyoti Dey, Assistant Vice President, MCX.

 

 

Call for joint efforts to curb opium menace

CHANGLANG, Nov 18: Targeting the opium sowing season, an awareness programme on drug, its illicit trafficking and stopping cultivation of opium in Changlang district was organized by the police  department here at DC’s conference hall today.

Deputy Commissioner Chanchal Yadav, who presided over the programme, advocated for sincere and continuous effort from both government agencies and the villagers to curb the social menace. Terming the eradication of drug abuse as joint exercise she appealed them to come forward and cooperate the administration. “We have successfully decreased the opium related activities and its consumption in the district, but, our mission is to wipe off the jinx totally from the society”, she added. The DC suggested them to increase community activities in the villages like organizing games and sports activities on regular basis.

Changlang Superintendent of Police Vijay Kumar sought co-operation from all and urged them to share intelligence report on illicit trafficking of opium enabling the police department to nab the culprits. He requested the PRI members and GBs to check opium related activities in their respective areas and give input on opium cultivations being carried out in their areas assisting them to destroy it. He warned them of registering criminal case against the person if found cultivating opium and suggested opting large cardamom cultivation as alternative cash crop.

Showing concern over the youth of the district Vijay appealed the parents to imbibe sense of discipline among their children to ensure bright future. Asserting that many youth get addicted to drug while imitating their friend and using it out of curiosity, he exhorted the parents to be vigilant on their children’s activities. He asked them to screen their behavior and get it checked in case finding any symptom of taking drugs.

He explained the gathering about types of drugs, its bad effects and the role of society in curbing drug menace through power point presentation.

CO, Khimyang,  Bamin Tarang shared the incidences of Opium crop destroyed in the recent years and warned the villagers to carry out the drive more deliberately this time while suggesting them to  go for alternate crop.

Aboh reiterates commitment for attention in education sector

KHONSA, Nov 18: The 56-Khonsa West MLA Tirong Aboh has reiterated his election commitment to give more attention in improvement of education sector.

Inaugurating the class room extension at Dapdong Residential School today, about 32 km away from Khonsa, the MLA in his address, informed that construction of 20 bedded boys' hostel building of WRGC (Wangcha Rajkumar Govt College) is likely to complete within December this year. The college students of Dadam area are facing problem to carry out their studies in WRGC Deomali smoothly due to non- availability of accommodation, he said.  

On utilization of MLALAD funds, he said, till now 25 teachers and 5 night chowkidars had been appointed on honorarium basis from his MLA LAD fund.

While responding to the public memorandum submitted by Choiwang Sumnyan, Headmaster of Dapdong residential school pertaining to extension of school playground, the MLA announced an estimate of Rs.2,00,000 for inclusion in the AOP 2015-16 of the DoTC for the  purpose.

He urged all Chiefs /PRIs and youth of various villages under Dadam administrative circle to co-operate with the Govt staff in discharging their various administrative works. While speaking about the youth of Dadam area, Aboh urged them to channelize youthful energy towards constructive purposes adding that no unlawful activities will be tolerated.

Tirap DC Kamlesh Kumar Joshi urged all the village chiefs and parents of the students to supervise their wards from time to time. “No doubt building infrastructure is also important for the students but teachers are most important part in education process. Teachers’ attendance must be checked by village chiefs and SMC from to time.

While appreciating the MLA Tirong Aboh, Lily Rose Jajo, Project Manager NERCORMP briefed about how to implement Bottoms Up Approach under NERCORMP adding that NERCORMP is a central funding in which the Deputy Commissioner Khonsa is the Chairman.

A host of dignitaries, including Pobi Lombi, DDSE, Khonsa, Kenjom Ete, Chief Engineer PWD Eastern Zone, Ngamchai Kamhua, ZPM Dadam Block, Chenngam Wangnow, Public leader, Choiwang Sumnyan, Head Master Dapdong Residential School  also spoke on the occasion.

 

 

2nd batch of workshop for DRTs on labour budgets begins

ITANAGAR, Nov 18: The second batch of State Level Workshop on Capacity Building of District Resource Teams (DRTs) commenced at SIRD conference hall today.

In his inaugural address of the workshop, Prof. R M Pant, Director NIRD & PR North Eastern Regional Centre (NERC) Guwahati, encouraged the participants including the delegates and officials of rural development department and assured to extend all possible cooperation on behalf of NIRD & PR NERC to all official functionaries and representatives including PR representatives from Arunachal.

Emphasizing on the importance of intensive participatory planning, he advised on maximization of participation in all rural development programmes with specific emphasis on MG NREGA.

Speaking on the occasion, Tahang Taggu, Secretary (RD & PR) cum President Executive Council SIRD, appreciated the role of SIRD in successful completion of the first batch of training covering 8 districts of Tawang, West Kameng, East Kameng, Upper Subansiri, West Siang, East Siang, Lohit and Changlang which ended on 15th November. He advised all the delegates to attend the training with dedication and said that any laxity on part of the delegates shall be viewed seriously by the Government.  

Director RD Tarin Dakpe also emphasized on the importance of IPPE and the basis of selection of backward blocks. Earlier, Nyabin Ete Director SIRD gave the welcome address.

Dr. Rakesh Srivastava Sr. Faculty cum State Resource Team Member and S.W. Bagang Asst. Director (NRM) are spearheading the programme from SIRD Arunachal Pradesh. Aditya Tyagi, Prime Minister Rural Development Fellow (PMRDF) cum State Resource Team Member is also facilitating the training cum workshops.

Apart from faculties from SIRD, representatives from Dibang Valley, Kurung Kumey, Upper Subansiri, and Lower Dibang Valley districts were present.

SIRD Arunachal Pradesh has been entrusted the responsibility of capacity building of all the DRTs by Department of Rural Development. All the 61 blocks spread across 17 districts covering approximately 848 Gram Panchayats shall prepare their labour budgets on the basis of intensive participatory planning.

Department of RD in collaboration with SIRD Arunachal Pradesh shall ensure that all the blocks are able to facilitate planning by the villagers in all the Gram Panchayats and consequently all the BPTs and DRTs are able to document the process including the Gram Sabha proceedings, approved labour budgets etc. Labour Budgets developed in this format shall then be uploaded by the respective blocks.

Tough days ahead for health ministry

 

The deadly Ebola disease has finally reached India with the first case of Ebola in the country detected in New Delhi. An Indian national returning from Liberia has tested positive for the deadly virus and has been quarantined at a special facility at Delhi airport. Liberia is one of the countries which have seen a number of Ebola cases. This is the first confirmed case of Ebola, though the victim contracted the virus abroad and has already been treated.

Though health ministry constantly claims that they are fully prepared to tackle Ebola case, health experts are highly skeptical. India has large diaspora population working in various African countries where Ebola has caused big loss of lives. Health ministry should collaborate with international airports of country and   properly screen the citizens flying in from the Ebola affected countries. The ministry also needs to seek expert advice from the health officials who have the experiences of battling Ebola. There is urgent need to take this issue seriously. The health ministry officials have tough days ahead of them.

Waiting for exams

Dear Editor,

It seems like our govt. and the bureaucrats hardly care about the problems created by their colleagues. There are many instances but the most important one to which I am one of the sufferers is the APPSCCE Mains Exam.

It's already been more than a year but still the mains exam is yet to be conducted. We have sacrificed almost everything for this exam and in return all we are getting is more delay and carelessness from the concerned authority. We are hanging like a pendulum.

Still we cannot decide what to do as we are not been able to concentrate on other things. We are facing both mental and physical harassment. I would like to ask the APCS Commission in particular and govt of Arunachal in general for suggestions as to how we can face and tackle the situation? What happened to the enquiry committee constituted to find out the paper leak controversy? Is it being really hard to find out who did the abysmal work of leaking the paper?

I know nobody is going to care about our sentiments but still I would like to request the authorities to kindly look into the matter with utmost importance. I am no more excited about the exam but getting irritated and want to go through it as soon as possible.

Increase the age limit

This is response to the article "Increase the upper age limit" which was published in this reputed daily on 10th Nov. In the article it was revealed that many state of India have been implementing 35, 37, 40 as upper age limit (relaxation up to 40,42,45 for ST/SC/OBC) in government jobs.

  In my opinion, 35 years as upper age limit (relaxation up to 40 years for SC/ST/OBC) is very appropriate, because maximum students will have an opportunity to further their studies instead of looking for jobs soon after graduation.  We will definitely get skilled human recourses in many fields in our state because of the relaxation in the upper age limit.

 Recently, CoSAAP has been demanding for extension of retirement age from existing 58 to 60 years. This also is not a big trouble for state government. I think the government should give its approval on such innovative issues immediately.

Extending retirement age and extending the upper age limit will not be a big liability for the government.

Hope that our government will no longer be daunted by the prospect of giving their consent to the demands of the needy citizens.

Humane Slaughter

Dear Editor,

Animals being living organism must be respected in all aspects of their life so even their slaughter must be done respectfully that is by Humane slaughter method.

Humane/Scientific slaughter method is performed on the basis of established scientific knowledge. It involves two steps, first the animal is made unconscious by stunning and then it is killed by bleeding/ exsanguinations. It is essential that the unconsciousness lasts until occurrence of the brain death of the animal.

Stunning is the process of making the animal unconscious for carrying out humane slaughter. It can be performed mechanically, with electric current or by gas. The state of unconsciousness should last until the animal dies so that the animal may be slaughtered without unnecessary suffering. Mechanical stunners are operated by means of an explosive blank cartridge or by pneumatic pressure. In this method bolt penetrates into the brain resulting instantaneous insensibility. In Electrical stunning method the electrodes/tongs carrying alternating current are positioned correctly at the head of the animal so that adequate amount of electricity is passed in short period to obtain complete unconsciousness. A current strength of 300mA, 75V voltage and an application period of 1sec is recommended for pigs, sheep and goats. Too high current will kill the animal while insufficient current will not result in unconsciousness. Immediate bleeding is necessary to prevent blood splashing in the tissues. CO2 gas stunning is mainly used for stunning pigs at a concentration of 75% in air and exposure time of 45 sec. Bleeding of animal must be performed within 30 sec. Stunning is achieved in different types of apparatus viz. Oval tunnel, dip lift and Ferris wheel.

Bleeding/Sticking of animal is the act of severing major blood vessels for rapid concept of anoxia resulting in death of the animal before it regains consciousness after stunning. Bleeding is done by two methods;

1. After hoisting on the over head rail, carotid arteries and jugular veins of both the sides are severed across the throat region, caudal to larynx.

2. Intra thoracic sticking is done by making incision in the jugular furrow ay the base of the neck, the knife being directed towards the entrance of the chest to severe the anterior aorta and anterior venacava.

Bleeding time for different meat animal are cattle and buffalo -6 minutes, sheep and goat- 5 minutes, pig- 5-6 minutes.

Humane Slaughter Act was first introduced in USA on August 27, 1958. It was designed to decrease suffering of livestock during slaughter. We being living organism too must respect other beings by following such steps.

A well written article

Dear Editor,

The article by  Denhang Bosai, DIPRO "Who will take care of the final resting place?" was one of the most wonderful articles I have ever read in The Arunachal Times. All the points he raised in the article are very vital and genuine and needs to be seriously looked into.

The Urban Development Department and all concerned agencies should collectively identify a suitable location in every town and cities and develop it in such a way that we all can rest in peace amidst beautiful natural surroundings and make it a hot spot for tourists as well.

Policy planners, technocrats and bureaucrats of the state must read the article and emphasize on developing such a place as suggested which deserves all attention.
