Jairampur VKV winner of district level children’s science exhibition
Changlang, Nov 18: VKV Jairampur stood first, while Govt Hr Sec School, Jairampur bagged the second position in the district level Children’s Science exhibition 2014 which was organized by the department of education at Miao on Nov 15.

MLA visits remote Parsi-
Koloriang, Nov 18: With an agenda to review the implementation of ongoing developmental projects in the areas, MLA Koloriang Pani Taram visited the remote Circles of Parsi – Parlo and Sarli to wind up his weeklong tour of the constituency. The areas are plagued with problems of bad connectivity, improper education and health facilities and above all no electricity in most villages. Several projects under these sectors have been sanctioned for uplifting these areas, however, on his visit the MLA was disappointed to find a bad state of affairs in implementing these projects. He was especially concerned over the bad state of the schools wherein the school buildings were found in dilapidated conditions. Health sector was no good either.
The Health Centre to be constructed under NRHM at Parsi – Parlo was nowhere to be seen though almost 20 percent of the total project cost has already been released by NRHM. The issue was also raised by him during the last Assembly session and had demanded for an enquiry to be carried out. However, since no action has been taken till date, he has directed the Deputy Commissioner, Kurung Kumey to probe into the matter at the earliest. He also directed the Heads of Departments who accompanied him on his visit to monitor the ongoing projects regularly and not to indulge in any misappropriation of funds.
The MLA held an awareness camp regarding protection of wildlife and also took part in the “Swachh Bharat Abhiyan” at Sarli. Passing on the message of a Green and Clean Koloriang constituency, he called upon the Gaon Burahs and Panchayat leaders to play a key role in instigating the value of wildlife and its conservation amongst the common mass. While visiting the schools at Sarli and Parsi – Parlo Circle, he urged the teachers to carry out their duties towards the students and the society diligently.

ITANAGAR, Nov 18: The HGB of Kusuk village, Kholie Lingto has expired on November 8 last at his village, according to information received from All Mengio Students’ Union (AMSU).
Late Lingto, born in 1940, he left behind his wife, eight sons, two daughters and more than 20 grandchildren.

ITANAGAR, Nov 18: The All Nyishi Students’ Union (ANSU) has observed the 23rd death anniversary of late Biki Tallang and late Kabak Hira at its office here today.
The ANSU executive members led by its president and secretary along with Biki Pakh, mother of late Tallang and younger sisters and Kabak Dokum and Kabak Byak, parents of late Hira paid floral tributes and offered prayers at the memorials of both Tallang and Hira at ANSU office complex.

National Sanitation Campaign
ITANAGAR, Nov 18: A rally on “National Sanitation Campaign under Swachh Bharat Mission” was carried out by PHE & WS Sangram Division at Koloriang, Sarli, Nyapin, Sangram, Yangte and Palin recently.

Six teachers terminated for dereliction of duty

SEPPA, Nov 18: In what could be termed as the boldest decision ever taken by the district administration against absentee teachers, East Kameng district Deputy Commissioner Sandeep Kumar Singh today issued termination letters to six SSA teachers for alleged irregularity in discharging their duties. They were found absent for the last couple of months from their respective posting places. Among the terminated teachers, two are Assistant Teachers and four Junior Teachers.
Speaking to the Arunachal Times over the telephone this evening, DC Sandeep Kumar said those termination letters were issued to the teachers for long period of absence from their respective posting places. “Repeated show cause notices were issued to those teachers but they failed to respond” DC added.
The DC further stated that his decision is a perfect lesson to those irregular teachers who draw salary without discharging duty.
Responding to a query regarding possible backlash from SSA Teachers Association, Kumar said, “There is no question of backlash or reaction from the Association. They should appreciate the move”.

Earlier the Education Department held up payment of at least 160 teachers, both regular and SSA as per the CCS and SSA norms on October 22. Henceforth, power to issue PAP directly to the foreign tourists without sponsorship of registered tourist operator has been delegated to Deputy Resident Commissioners (DRC), Kolkata and Guwahati
Also Resident Commissioner (RC), New Delhi and DRC, Kolkata and Guwahati from now onwards will have the power to issue PAP to single foreign tourist to visit Tawang, Bomdila and Ziro.

After two days of back breaking journey including an overnight stop at a bustling Aalo town, yours truly armed with sleeping bag, jackets and warmers finally made it to Mechukha, a stunning valley, for adventure@Mechukha, an adventure sports festival recently.
For an aerophobic individual it was an ill advised move but the sheer beauty of the land compensated for it as I watched the parasail majestically descending over the serene Yargepchu River from one of the many hilltops around Mechukha, before making a smooth landing at the festival ground. The two hours trek to the top for 20 minutes of flight, coupled with Rs 3500 per trip was not a deterrent for adventure seekers as they made a beeline for that particular event. Namaste India, a tour and travel company that specialises in adventure sports, came self sponsored from Delhi. They read about the event last year in a leading travel magazine and decided to take part in the event. They came, conquered and left truly mesmerised, ready for the next year’s event. Trap shooting was another favourite with the locals and visitors alike. So was the archery event, facilitated by the Sangey Laden Sport Academy.
Power propelled gliders, rappelling and rafting were other popular events. Perhaps one of the most popular was trout fishing, though not an official event.
Mechukha is so beautiful that it is difficult to find the right words to describe its imposing beauty. Though the distance would make most people think twice, but one will not regret as the beautiful valley, with many hue of colours of nature makes one feel truly blessed. Many lodges and home stays have come up too since the last few years, encouraged by the growing tourism potential of the area. The distance could be minimised too if the state owned chopper service links with the town on a regular basis.
Culture, music and food were in abundance. The only hiccup was the super abundance of the VIPs who almost overshadowed the event with their ‘movement’. If one wants any event to be successful, especially an adventure event, that too in a remote area, it is perhaps not the best of ideas to let the VIP movement interfere with the timing of the events. The VIP gallery was some distance away from the main stage so the common people were spared the pain of being careful every time they moved an inch as they enjoyed cultural events in the evening.
While we sat around the fire at the lodge on the eve of the festival, the caretaker was almost apologetic that the snow had delayed its arrival. It should be here any moment, he said. Almost prophetic, the next morning, yours truly woke up to the glistening snow peaked mountains that almost touched the soul. What also lingered on the soul were many questions about how tourism, if not handled delicately and with vision, might take Arunachal the way of Goa where local cultures and mores are pushed to the peripheries. What the state needs is not just more tourists, but an equal strength of sensitivities to responsible tourism, and even responsible tourism promotion. The snow will stand sentinel witness to whatever happens, one supposes.
For the present moment, one is just too swept away in awe and excitement.
PS: while on the way back, we stopped at a waterfall just after Tato. As we posed for pictures and sipped tea, I asked the Army jawan the name of the fall. Pehle Birsa Munda naam tha yeh Fall ka. Par ab change kar diye! The unit manning the area now is 16 Bihar Regiment!

Police officer suspended for molesting schoolgirl

ROING, Nov 18: A minor was allegedly molested by a police officer here in the main town early yesterday.
The culprit has been arrested and put under suspension. He has been booked under Section 12 of Protection of Children from Sexual Offences (POCSO) Act 2012 and also under section 354A of the Indian Penal Code.
Reportedly, the minor girl who is a student of tenth standard was on her way to her tuition classes when a Police Officer of Roing PS lured her into his quarters in the pretext of asking help for operating his new mobile phone.
As per reports, the victim who has to pass by the officer’s quarter on the way to her tuition classes didn't doubt his intentions, given his age and profession, as she obliged to the request of help. Once inside, the SI started molesting the minor who escaped after pushing him away.
Later, at around 10:30 am the incident was reported by the victim to All Idu Mishmi Student Union(AIMSU) President Lokha Elapra, who along with his team lodged an FIR against the culprit at the Roing PS.
The general secretary Enjalu Menda Women's Empowerment Forum (EMWEF) Rakhi Linggi stated that such grievous crimes should not be forgiven, no matter who commits it.
"If the case was to be handled according to the local law, the culprit would have been subjected to harsh punishment", Linggi said.
The AIMSU and the EMWEF praised the courageous act of the 15 year old girl. Such cases, usually go unreported because of fear and shame from the society.
ANSU questions police/govt inaction
PWD office burning case
ITANAGAR, Nov 18: The All Nyishi Students’ Union (ANSU) has raised serious question mark over how state government, in particularly police department, have failed to make any headway in the 2011, Superintending Engineer (Coord), PWD office burning case.
In a press release, ANSU President Byabang Joram demanded state government to reveal the details of the case and urged state government not to eye wash the public.
“The office building of SE (Coordination), PWD, Mowb 2, was burnt to ashes in November 4, 2011, by some miscreants where all the important files, documents and other properties of the office were destroyed in fire. This incident was a big slap on the state government but the matter is still unsolved which reflect the weakness and failure of state government’s machineries,” ANSU stated in the release.
“It is an utter surprise that till date no arrest has been made by police department in relation to this incident. We also want to know whether investigation was done properly and if yes, then where are those culprits who had set fire to the public properties (SE office PWD, Mowb 2). Why no arrest has been made so far in this connection?” the students asked. ANSU also questioned the home department, why the Capital police are failing to arrest those culprits who were involved in the incident.
Union strongly demanded state government to reveal the realities or facts or whatever the evidences gathered by police department during the investigation. People of Arunachal have got every right to know about it, the Union said. ANSU further warned that if government of Arunachal Pradesh fails to reveal any kind of facts before public, they will find out alternatives ways and means to meet their demand.

Regional Diagnostic Centre at Ruksin remains a distant dream

RUKSIN, Nov 18: Proving the saga on installation of a Regional Diagnostic Centre (RDC) at Ruksin Community Health Centre (CHC) a farce and distant dream for the people of Ruksin in East Siang district, the medical officers finally ruled out possibility of making the Centre functional in the hospital.

unit in November 2011. It pointed out towards shortage of suitable compartment in
Ruksin hospital as problem for installation of the modern health care equipments
including Computerized Tomography (CT) scanning, X-
Now inordinate delay in installation of machineries for making the RDC functional has become a cause of concern and the people are repeatedly urging the authority to start it. On the other hand, the health department officials of the district informed that some of the diagnostic machineries were defunct as they remained unused for long days. It is said that the engineers, who were supposed to install the RDC machineries are engaged somewhere else and has caused delay in installation.
Meanwhile, the mechanics of ‘Erbs Engineering Co Ltd’, the supplying agency of RDC machines, stepped in Ruksin CHC in the name of repairing and setting of the machines and charged an amount of Rs 11.54 lacs from the department. But, the machines like CT scan, USG and endoscopy are lying defunct in the CHC till date, occupying three large rooms.
Sources informed that former District Medical Officer (DMO), Dr T Bagra during September last year had moved the higher authorities of the health department for successful installation of the RDC machines, but all his efforts remained fruitless.
The RDC, which is expected to bring much respite to poor and rural people, is now going to be a farce at last.
The medical officers of the district have sought disposal of RDC unit from the hospital considering that it would not be possible to function amidst the faults.
The CHC set up in 2003, is the only government hospital and First Referral Unit (FRU) in the area, which caters to the needs of about 8000 people covering West Pasighat area.
Poi Pee Mau Tai to commence from November 22

NAMSAI, Nov 18: The Tai community is all set for the 2109 Poi Pee Mau Tai that will be held at Nalung village of Namsai district on November 22. The three day grand celebration of 2109 Poi Pee Mau Tai – the New Year festival of Tai Khampti and other Tai communities is held to conserve the Tai traditional ceremony and celebrate the long, diverse and rich culture.
The idea to celebrate the festival in Arunachal Pradesh was conceived by the Tai Khampti Development Society (TKDS) and first took place in 2008 in Namsai in accordance with the ancient Tai Calendar. The noble initiative with the support of the community chiefs, elected leaders, elders and youth was aimed at reviving its age old culture, script, music, sports, dances, folklore and way of life while keeping pace with the modern world.
The celebration at Nalung village is likely to be the biggest in the Namsai district as there will be participation from neighboring state of Assam and countries like Thailand, Myanmar.
The celebration is designed in such a way that it becomes a platform to develop and display the talents of the budding artists and writers of the society, besides exposing the tourism potentials of the area and generating employment avenues for the unemployed. Call for joint efforts to curb opium menace
CHANGLANG, Nov 18: Targeting the opium sowing season, an awareness programme on drug, its illicit trafficking and stopping cultivation of opium in Changlang district was organized by the police department here at DC’s conference hall today.
Deputy Commissioner Chanchal Yadav, who presided over the programme, advocated for sincere and continuous effort from both government agencies and the villagers to curb the social menace. Terming the eradication of drug abuse as joint exercise she appealed them to come forward and cooperate the administration. “We have successfully decreased the opium related activities and its consumption in the district, but, our mission is to wipe off the jinx totally from the society”, she added. 2nd batch of workshop for DRTs on labour budgets begins
ITANAGAR, Nov 18: The second batch of State Level Workshop on Capacity Building of District Resource Teams (DRTs) commenced at SIRD conference hall today.
In his inaugural address of the workshop, Prof. R M Pant, Director NIRD & PR North Eastern Regional Centre (NERC) Guwahati, encouraged the participants including the delegates and officials of rural development department and assured to extend all possible cooperation on behalf of NIRD & PR NERC to all official functionaries and representatives including PR representatives from Arunachal.
Emphasizing on the importance of intensive participatory planning, he advised on maximization of participation in all rural development programmes with specific emphasis on MG NREGA.
Speaking on the occasion, Tahang Taggu, Secretary (RD & PR) cum President Executive Council SIRD, appreciated the role of SIRD in successful completion of the first batch of training covering 8 districts of Tawang, West Kameng, East Kameng, Upper Subansiri, West Siang, East Siang, Lohit and Changlang which ended on 15th November. He advised all the delegates to attend the training with dedication and said that any laxity on part of the delegates shall be viewed seriously by the Government.
Director RD Tarin Dakpe also emphasized on the importance of IPPE and the basis of selection of backward blocks. Earlier, Nyabin Ete Director SIRD gave the welcome address.
Dr. Rakesh Srivastava Sr. Faculty cum State Resource Team Member and S.W. Bagang Asst. Director (NRM) are spearheading the programme from SIRD Arunachal Pradesh. Aditya Tyagi, Prime Minister Rural Development Fellow (PMRDF) cum State Resource Team Member is also facilitating the training cum workshops.
Apart from faculties from SIRD, representatives from Dibang Valley, Kurung Kumey, Upper Subansiri, and Lower Dibang Valley districts were present.
SIRD Arunachal Pradesh has been entrusted the responsibility of capacity building of all the DRTs by Department of Rural Development. All the 61 blocks spread across 17 districts covering approximately 848 Gram Panchayats shall prepare their labour budgets on the basis of intensive participatory planning.
Department of RD in collaboration with SIRD Arunachal Pradesh shall ensure that all the blocks are able to facilitate planning by the villagers in all the Gram Panchayats and consequently all the BPTs and DRTs are able to document the process including the Gram Sabha proceedings, approved labour budgets etc. Labour Budgets developed in this format shall then be uploaded by the respective blocks.

Tough days ahead for health ministry
The deadly Ebola disease has finally reached India with the first case of Ebola in the country detected in New Delhi. An Indian national returning from Liberia has tested positive for the deadly virus and has been quarantined at a special facility at Delhi airport. Liberia is one of the countries which have seen a number of Ebola cases. This is the first confirmed case of Ebola, though the victim contracted the virus abroad and has already been treated.
Though health ministry constantly claims that they are fully prepared to tackle Ebola case, health experts are highly skeptical. India has large diaspora population working in various African countries where Ebola has caused big loss of lives. Health ministry should collaborate with international airports of country and properly screen the citizens flying in from the Ebola affected countries. The ministry also needs to seek expert advice from the health officials who have the experiences of battling Ebola. There is urgent need to take this issue seriously. The health ministry officials have tough days ahead of them.

Waiting for exams
Dear Editor,
It seems like our govt. and the bureaucrats hardly care about the problems created by their colleagues. There are many instances but the most important one to which I am one of the sufferers is the APPSCCE Mains Exam.
It's already been more than a year but still the mains exam is yet to be conducted. We have sacrificed almost everything for this exam and in return all we are getting is more delay and carelessness from the concerned authority. We are hanging like a pendulum.
Still we cannot decide what to do as we are not been able to concentrate on other things. We are facing both mental and physical harassment. I would like to ask the APCS Commission in particular and govt of Arunachal in general for suggestions as to how we can face and tackle the situation? What happened to the enquiry committee constituted to find out the paper leak controversy? Is it being really hard to find out who did the abysmal work of leaking the paper?
I know nobody is going to care about our sentiments but still I would like to request the authorities to kindly look into the matter with utmost importance. I am no more excited about the exam but getting irritated and want to go through it as soon as possible.

Increase the age limit

This is response to the article "Increase the upper age limit" which was published in this reputed daily on 10th Nov. In the article it was revealed that many state of India have been implementing 35, 37, 40 as upper age limit (relaxation up to 40,42,45 for ST/SC/OBC) in government jobs.
In my opinion, 35 years as upper age limit (relaxation up to 40 years for SC/ST/OBC) is very appropriate, because maximum students will have an opportunity to further their studies instead of looking for jobs soon after graduation. We will definitely get skilled human recourses in many fields in our state because of the relaxation in the upper age limit.
Recently, CoSAAP has been demanding for extension of retirement age from existing 58 to 60 years. This also is not a big trouble for state government. I think the government should give its approval on such innovative issues immediately.
Extending retirement age and extending the upper age limit will not be a big liability for the government.
Hope that our government will no longer be daunted by the prospect of giving their consent to the demands of the needy citizens.

Humane Slaughter
Dear Editor,
Animals being living organism must be respected in all aspects of their life so even their slaughter must be done respectfully that is by Humane slaughter method.
Humane/Scientific slaughter method is performed on the basis of established scientific knowledge. It involves two steps, first the animal is made unconscious by stunning and then it is killed by bleeding/ exsanguinations. It is essential that the unconsciousness lasts until occurrence of the brain death of the animal.
Stunning is the process of making the animal unconscious for carrying out humane slaughter. It can be performed mechanically, with electric current or by gas. The state of unconsciousness should last until the animal dies so that the animal may be slaughtered without unnecessary suffering. Mechanical stunners are operated by means of an explosive blank cartridge or by pneumatic pressure. In this method bolt penetrates into the brain resulting instantaneous insensibility. In Electrical stunning method the electrodes/tongs carrying alternating current are positioned correctly at the head of the animal so that adequate amount of electricity is passed in short period to obtain complete unconsciousness. A current strength of 300mA, 75V voltage and an application period of 1sec is recommended for pigs, sheep and goats. Too high current will kill the animal while insufficient current will not result in unconsciousness. Immediate bleeding is necessary to prevent blood splashing in the tissues. CO2 gas stunning is mainly used for stunning pigs at a concentration of 75% in air and exposure time of 45 sec. Bleeding of animal must be performed within 30 sec. Stunning is achieved in different types of apparatus viz. Oval tunnel, dip lift and Ferris wheel.
Bleeding/Sticking of animal is the act of severing major blood vessels for rapid concept of anoxia resulting in death of the animal before it regains consciousness after stunning. Bleeding is done by two methods;
1. After hoisting on the over head rail, carotid arteries and jugular veins of both the sides are severed across the throat region, caudal to larynx.
2. Intra thoracic sticking is done by making incision in the jugular furrow ay the base of the neck, the knife being directed towards the entrance of the chest to severe the anterior aorta and anterior venacava.

Humane Slaughter Act was first introduced in USA on August 27, 1958. It was designed to decrease suffering of livestock during slaughter. We being living organism too must respect other beings by following such steps.

Dear Editor,
The article by Denhang Bosai, DIPRO "Who will take care of the final resting place?" was one of the most wonderful articles I have ever read in The Arunachal Times. All the points he raised in the article are very vital and genuine and needs to be seriously looked into.
The Urban Development Department and all concerned agencies should collectively identify a suitable location in every town and cities and develop it in such a way that we all can rest in peace amidst beautiful natural surroundings and make it a hot spot for tourists as well.
Policy planners, technocrats and bureaucrats of the state must read the article and emphasize on developing such a place as suggested which deserves all attention.
